地方官员也越来越看重老百姓的幸福感。杭州市市长蔡奇在接受《小康》采访时说，一个城市的幸福感，不是官员自己说的，发言权在老百姓手里。他认为经济的发展未必带来幸福，发展经济，提高GDP，必须弄清楚对谁负责。“对老百姓负责，让老百姓感到幸福快乐，这才是关键。”杭州在提高老百姓的幸福指数方面，采用排除法，“解决掉老百姓不幸福的方面，那么老百姓的幸福指数就会提高了。”
2002年，杭州市政府大概总结了需要排除的 “七难”，即就业难、看病难、上学难、住房难、行路难、办事难和清洁杭州。最近，还将环境保护和食品安全两大问题也作为“破七难”的重要内容，形成“7+2”框架。
这基本上反映了一个文明政府的意识，当然，实质效果如何，如蔡奇说的那样，发言权还是在老百姓手里。
上海、北京、深圳和广州四大城市的落选既在意料之外也在情理之中。意外的是，最发达、最现代的城市没能成为最快乐的城市。合乎情理的是，这些城市居高不下的房价、物价，沉重的工作压力和生活负担，还有拥堵的城市交通、糟糕的空气质量等等这一切影响了人们的快乐。
